Longtime Fairview resident and Chief Finance Officer for the City of Fairview, Tom Daugherty has been named the new Fairview city manager.
Daugherty initially was hired as the city recorder in October 2013. He was quickly moved into the CFO position a few weeks later.
On November 17, Daugherty was named interim city manager with the departure of former city manager Scott Collins.
In last Thursday night’s City Commission meeting under Citizen Comments, City Judge Shannon Crutcher recommended the board consider naming Daugherty as the full-time, permanent city manager.
“We can have a search and that is fine. At end of the search, you will find Tom Daugherty is the man for this job. You need a steady hand and some consistency,” said Crutcher, who also noted that city employees trust Daugherty.
“I would encourage you to forego any long search, forego any uncertainty and hire Tom Daugherty as your next city manager,” stated Crutcher.
Later in the meeting under Discuss and/or Take Action on City Manager Position, Mayor Lisa Anderson made a motion to appoint Daugherty as the new city manager with Commissioner Wayne Hall seconding the motion.
In discussion, Hall said Daugherty is a nice guy who meets all the qualifications for the job.
Mayor Anderson added, “I’ve never met a more honest, fair, compassionate man in my life, and staff loves him. He’s worked his fingers to the bone to make sure we have everything we need. I don’t know of a better person to have this position.”
She also referenced the transition period since the last city manager left, noting, “He has handled every situation with grace and honesty and integrity. I believe he is the person we need moving forward.”
Hall also credited Daugherty with helping the city’s financial state over the last nine years and noted that Daugherty successfully completed the coursework to become a Certified Municipal Finance Officer (CMFO).
Commissioner Leslie Fischer-Street also described Daugherty as nice and dedicated. “He knows where we are right now and he knows where we need to go,” said Fischer-Street.
The motion to name Daugherty city manager passed with Butler abstaining. Butler noted it was not that he had any concern with Daugherty, but rather he was not prepared to take such action at the meeting.
City Attorney Tim Potter said he would draft a contract between the city and Daugherty for the city commission to review. He also said the contract will be subject to the board’s vote to approve the terms of the contract.
